Description of courts: 
I've talked to the convention center earlier this year, this was their response: "An Exhibit Hall would work best… the Halls open onto Houston and each has a roll-up door. Bikes could be delivered or ridden right into the room. The floor is concrete. The smallest hall is 30,000sf, Exhibit Hall A, which rents for $1500/day. We require liability insurance for all events…" The venue would cost $4,500 for 3 days, I'm not sure if that is a inhibiting cost, but it seems reasonable for a larger tournament with sponsorship donations. With this we would have 'real' bathrooms (no port-o-potties!), a kitchen area with bar and (of course) central heat and air… and did I mention it was indoors? Courts would need to be built.

My work host www.tulsatough.com every year, I would probably have my boss help me find sponsors. Local bars and bike shops would provide sponsorships. I do graphic design and have done work for people that would be willing to donate wood to build courts, and local bike co-op would provide work stations, tools etc. A large scale tournament, which would be needed to justify the cost of the space, would of course attract other larger sponsors.
Food and drink: 
Lots of friends in the food and drink industry - food, coffee, beer catering would be top-notch
