Yes it's to protect it from hiting the frame tube. The road caliper have "an arm" on the right side, and the axle bend offen when your bike tries to make the bar spin. If youre handlebar is low, it will touch the frame before the brake calliper, so no need to change it, but put some air tube around the horisontal tube to protect it.
